Well the web has come a long way in the last few years. The tools involved in web design are constantly changing and evolving; so much so that the average, non-techie can now make a website. First, let's decide which approach you would like to take; there are many ways to install Joomla dependent upon you hosting account and the level of control that you want during the installation process. The most common ways to install are:

1 click install via Simple Scripts in your hosting control panel

or

Manual install via ftp and PHPMyAdmin

Obviously the first method is the easiest but you do lose some level of control over your installation; you will not be able to name your database or table prefixes. If you are reading this article, you probably don't care about these issues so we will begin with the one click install method. One click installs are available through most modern hosting companies: ex. Bluehost, Dreamhost, Host Gator, etc...

If you don't have a hosting account then go and get one now. All you need is a basic account with Cpanel functionality. I would expect to pay anywhere from $5 to $20  per a month for a basic account. I have tried many, many hosts and if you are in need, I would definitely recommend Host Gator. They have great customer service and my sites that are hosted with them never go down. I can't say the same for most others. I am not going to name names but be aware of customer reviews and known issues when selecting a host.
